Half the homes in Bells are rentals, and that changes the call

By Census survey estimates, only about half the occupied homes in Bells are lived in by their owners. The other half are rented. That matters for fence repair because the person calling may be a landlord or a property manager, and what they need is different from what an owner who plans to stay put needs.

A landlord may only want the fence made safe and secure, without a rebuild. That is a fair call, and often the right one. If the fence is sound apart from a few boards, a bad post and a gate, repair is the whole job. If the posts are going along the whole run, a patch only buys time, and you should know that before you pay for it.

A fence on a rental is also easy to forget, and one that goes unchecked for years can turn a single bad post into several. If you own rental property, walk each fence line once a year and lean on each post. It takes a few minutes and catches the small version of the problem. Our repair or replace guide lists the checks.

The gate, the latch, and the low spot the dog found

The median age in Bells in the 2020 Census was around 34, and more than four in ten households had children. Kids and dogs tend to find the weak points in a fence, and the part that moves, the gate, gets the most use.

A gate that has to be lifted to latch usually comes down to one of two things. Either the hinge post has leaned, or the gate frame has racked out of square. A brace and new hardware fixes a racked frame. A leaning hinge post needs resetting, because a gate pulls on its post every time it swings and a post set for a fence line is not set for that. Hardware choices, including self-closing hinges and latches a child cannot reach, are in the gate hardware guide, and the repair side is on gate installation and repair.

The other common call is a gap. A board kicked out near the ground, a section that sagged, a spot where something dug under. Our dog fence guide covers what holds and what does not.

What wind does to a fence on an open lot

On November 9, 2002, an F2 tornado touched down just northeast of Bells. NOAA's database says six mobile homes and four houses were destroyed, 62 more homes and several businesses were damaged, and many trees and power poles came down. A fence does not need a tornado to fail. Ordinary storm wind is enough to test one.

A solid board or vinyl privacy panel works like a sail. All of that load goes down into the posts, and a run with open ground beyond it catches more wind than one tucked between buildings. When a run leans, the questions are whether the posts were set deep enough, whether a spaced design would have let wind through, and whether the pull is going into one bad post or all of them. One bad post is a reset. A whole run that leans one way is a setting problem, and board work will not touch it.

The storm damage guide has the walk-through for after a storm. For a repair on a leaning run, we give a free written estimate.

Water near the river

The South Fork of the Forked Deer River passes just south of town. NOAA's database has a February 2019 entry reading, in part, that Bells was completely under water, with stalled vehicles in the road. Water that stands at the base of a post can soften the silt around it, and a post in softened silt can loosen with each wet-to-dry cycle.

On a run that stays wet, a repair that puts a board back at ground level sets up the next rot. A gap under the bottom board, or a rot-resistant bottom course, keeps wood out of standing water. Any digging to reset a post needs a call to Tennessee 811 at least three working days beforehand, and hand-digging counts. The guide to fence posts in West Tennessee soil explains why posts act the way they do here.

Bells fence repair, answered

I own a rental in Bells. Can you just make the fence safe and secure?

+

Yes, if the fence is otherwise sound. The repair is the broken boards, the loose posts, and a gate that closes and latches. Check the posts along the whole run first. If they are going all the way down the line, the repair is a short-term patch, and the owner should know that before deciding.

My gate drags and will not latch. Is that a big job?

+

Often not. Either the hinge post leaned or the gate frame racked. A racked frame gets a brace and new hardware. A leaning hinge post gets reset. Rehanging a gate on a leaning post just brings the problem back.

Our dog got out through a gap. Can that be fixed quickly?

+

Tell us when you call that a dog is involved. Often the fix is a board, a section of panel, or filling a spot at the bottom of the run. If the dog is digging, the answer may be a different bottom detail than the one that is there now.

Does Bells have fence rules I need to know about?

+

We could not find any fence rules published online, and the University of Tennessee's city directory lists no building, codes or planning office for Bells, so we do not guess at height or setback numbers. Putting boards back in an existing line is a repair. A rebuild, a new line or a taller fence is worth a call to city hall, (731) 663-2334, with your address, before it is priced.
